the insurance is contained in paragraph 3 of

Hong Kong despatch of the 3rd of July (No.7). is somewhat ambiguous. It does not say definitely that the decision applied only to future, grants of I am not sure whether they have been any further grand loans I rather understood it to mean simply that

in the case of existing loans no transference from

British to American insurance would be authorised.

In view of the ambiguity I think we should suggest

to the Foreign Office that they should substitute

for the words bracket ed in pencil the following,

"that for the future they would only recognise, for the purposes of grants,insurance with British

Companies".
